Short answer: A true Google penalty is a manual action, where a Google reviewer finds your site breaks its spam policies and lowers or removes it from results. Search Console tells you if this has happened. Many people call any big ranking drop a penalty, but most drops are algorithm changes, which work differently.

Two very different things

Manual actions

A person at Google reviews your site and finds a policy breach, such as unnatural links or spammy content. You get a notice in Search Console explaining the issue. Once fixed, you can request a review.

Algorithmic drops

Google's automated systems reassess sites constantly, and core updates can shift rankings significantly. There is no notice and no reconsideration request. Recovery comes from improving your site and waiting for systems to reassess it.

How to check for a manual action

  1. Open Google Search Console.
  2. Go to Security and Manual Actions, then Manual Actions.
  3. If it says 'No issues detected', you do not have a manual penalty.

Also check the Security Issues report. A hacked site can be flagged and show warnings to visitors, which looks a lot like a penalty.

How to recover from a manual action

  1. Read the notice carefully. It says which type of issue and sometimes example pages.
  2. Fix the cause fully. Remove or noindex spammy content, take down hidden text or clean up hacked pages.
  3. For link issues, ask site owners to remove bad links where possible. Use Google's disavow tool only for links you cannot get removed, and only if you know what you are doing.
  4. Document what you did. Keep a simple record of fixes.
  5. Submit a reconsideration request in Search Console, explaining the problem, what you fixed and how you will prevent it.
  6. Wait. Reviews can take days to weeks. If rejected, read the feedback and try again.

Recovering from an algorithmic drop

  • Review content honestly: is it helpful, accurate and written for people?
  • Remove or improve thin, duplicate or outdated pages.
